First Lokpal panel meet begins in Delhi

New Delhi: The 10-member joint committee for drafting the anti-corruption Lokpal Bill began its first meeting Saturday morning here amid controversy over some of its members from civil society. 16/04/2011

The panel, comprising five ministers and five civil society representatives, began the meeting at 11.30 a.m.
The committee has two co-chairs, Finance Minister Pranab Mukherjee and former law minister Shanti Bhushan. The panel was formed as a result of the 97-hour fast by social reformer Anna Hazare, demanding a stronger Lokpal Bill to tackle corruption.
Hazare arrived in the capital late Friday.
Even before the first meeting, the father-son duo of Shanti Bhushan and Prashant Bhushan who are among the civil society representatives had to fend off allegations. A CD was circulated that reportedly contained conversations between former law minister Shanti Bhushan, Samajwadi Party (SP) chief Mulayam Singh Yadav and former SP leader Amar Singh.
A press conference called here Friday evening by the civil society leaders - addressed by committee members Prashant Bhushan and Arvind Kejriwal - was dominated by questions on the CD instad of the agenda of Saturday's meeting.
Prashant Bhushan said the CD was a manipulated and should be sent for forensic examination. According to him, the CD appeared to be a collage of conversations made in different contexts.
Demanding a thorough inquiry into the issue, Shanti Bhushan said he has already filed an FIR in Delhi.
Prashant Bhushan also refuted allegations by Congress leader Digvijay Singh that he and his father had evaded stamp duty for a property in Allahabad.
"The fact that a person (Digvijay Singh) has raised this issue shows that there is a very organised and concerted attempt to smear members of civil society in the drafting committee with allegations like this," he said.

Anna Hazare is one of India's well-acclaimed social activists. A former soldier in the Indian army, Anna is well known and respected for upgrading the ecology and economy of the village of Ralegan Siddhi which is located in the drought prone Ahmednagar district of Maharashtra state. The erstwhile barren village has metamorphosed into a unique model of rural development due to its effective water conservation methods, which made the villagers self-sufficient. Earlier, the same village witnessed alcoholism, utter poverty and migration to urban slums. Inspired by Hazare’s unique approach of salvaging a hopeless village, the state government has implemented the `Model Village’ scheme as part of its official strategy. Hazare is now synonymous with rural development in India.



The third round of talks between the government and the Anna Hazare's representatives Swami Agnivesh and Arvind Kejriwal will take place on Friday after two rounds of talks on Thursday failed to end the deadlock. The Centre has already agreed to form a joint committee to draft a new Bill, besides accepting the demand that the committee would have an equal number of representatives from the government and civil society.


There was, however, no consensus on who would head it and whether an official notification should be issued on the formation of the committee.

Meanwhile, veteran activist Anna Hazare's fast-unto-death enterd the fourth day today as the support for his agitation grew all over the country.

Earlier, Congress president Sonia Gandhi on Thursday appealed to Anna Hazare to end his fast, demanding a joint committee to draft a strong Lokpal Bill.

Gandhi stepped in and issued a statement, saying she was pained by Hazare's indefinite fast.

"The issues he has raised are of grave public concern. There can be no two views on the urgent necessity of combating graft and corruption in public life."

Virtually endorsing Hazare's demand for a stronger Bill to check corruption in high places, Gandhi said, "I believe that the laws in these matters must be effective and must deliver the desired results."

Hazare thanked Gandhi for her concern, but did not say anything on ending his fast.

"Please tell the UPA government to pass the Lokpal Bill at the earliest," he said.

The 10th ICC Cricket World Cup 2011 was won by India who defeated Sri Lanka by 6 wickets. India became the first nation to win a world cup final on home soil. Captain Mahendra Singh Dhoni played a captain's knock of unbeaten 91 in the final and was adjudged man of the match.

The biggest upset of the ICC CWC 2011 was the defeat of England by Ireland. Irish's Kevin O'Brien made 100 in just 50 balls, the fastest World Cup century. Also Ireland made the highest successful run chase in World Cup history beating Sri Lanka's 313 against Zimbabwe at New Plymouth, New Zealand in 1992.

Sachin Tendulkar: I would like to thank everybody in Mohali for the terrific support. The team played brilliantly. The way we bowled and fielded was awesome. Initially, Viru got us off to a flier and we had to take our time and play out the spinners. We kept losing wickets which we did not want. Raina played well in the end. When we started, we thought about 300-310. Going back to Mumbai is a great occasion. We want to focus on the job that is ahead. All the five matches against Pakistan have been memorable.
